Born: 1951, Ningbo, Zhejiang province
Education: A “sent-down” youth. Holds a Master’s Degree in Economics.
Career: Most of his career has been within the Ministry of Land and Resources, rising eventually to Minister 2007 – 2013. He had brief periods working in Provincial Mining or Metallurgy and Geology Bureaus, and served as Director of the General Office of the State Council from 1996 – 2000.
Prospects: Member of the CCP 18th Central Committee. Future prospects for promotion unclear.
Relevance to Tibet: May join the reconstituted Tibet Work Leading Group.
