Born: 1956,
Education: Served in the PLA and later studied at Fujian Normal University
Career: He served in Fujian and Zhejiang provinces, following Xi Jinping from province to province. He joined the Propaganda Department in 2013 as a deputy head, amid speculation that he was there to check the influence of Liu Yunshan.
Prospects: Member of 19th Politburo. Huang was also named head of the Office of the Central Guidance Commission on Building Spiritual Civilization, under Politburo Standing Committee member Wang Huning.

As of March 2018 China is reported to be restructuring many Ministries and Departments. The State Administration of Press, Publication, Radio, Film and Television will apparently be merged into the Central Publicity Department, and its remit will be expanded to include the import and export of film and publications.
