Born: 1954 in Xingguo County, Jiangxi Province
Education: Professor of engineering, Jiangxi Institute of Metallurgy.
Career: Much of Guo’s career was in the metals industry where he held various management and Party positions until 2004, at which time he became Deputy Party Secretary of Guangxi Zhuang Autonomous Region (bordering Vietnam), rising to Party Secretary in 2007. Minister of Public Security 2012 – 2017 and a State Councilor 2013 – 2018.
Prospects: Promoted to the Politburo, and promoted to Secretary of the Politics & Law Commission, making him the most senior official in charge of Security. Is apparently a Jiang loyalist and therefore unusual amongst officials promoted in 2017.
Relevance to Tibet: Likely to be influential in the Tibet Work Leading Group.

In Xi Jinping’s report to the 19th Party Congress he mentioned establishing a Leading Group for advancing law-based governance. The move is aimed at helping build rule of law in China, he said. (Reuters). It is unclear whether Guo or Xi himself would lead such a LG.
