Born: September 1957.
Education: Northwest Political and Legal Studies Academy.
Career: Appointed Feb 2012 after heading up Sichuan’s Justice Bureau and a 30-year career in Sichuan, as a Procurator and in anti-corruption.
Prospects: Unclear. Appears well connected with Provincial leaders. Chinese media asserts his appointment in Ngaba was “routine” but his law and order experience was clearly important. Liu’s predecessor Shi Jun is now Sichuan’s most senior policeman.
Relevance to Tibet: Most senior Party official in Ngaba; will be expected to take steps to minimize the unrest there.
